Bandh declared illegal

ITANAGAR, Dec 3: Taking serious view of the 12 hours capital bandh call given by Arunachal Pradesh Democratic Youth Association (APDYA), Arunachal Pradesh People’s Volunteer Youth Forum (APPVYF) and Arunachal Pradesh Cleans Corruption Youth Federation (APCCYF) on Dec 4,  the  Capital District Magistrate, in exercise of power conferred upon under Section 144 Cr.P.C. has declared the said “bandh”  illegal within the territorial jurisdiction of Itanagar Capital Complex and directed them to abstain from any act that may affect  right, liberty, safety or security of common citizens or that may cause public disturbance of the public peace and tranquility or may cause a riot or affray. The Administration has also ordered that any damage to private property shall be recovered from such bandh callers. The Police officials have also been directed to take all security measures to ensure the safety of life and property of citizens of this District. The District Administration also requested for cooperation from all section of the society including trading community and transporters and to carry out their routine business.

 

Appeal for bandh deferral

ITANAGAR, Dec 3: Podi-Barbi Festival Celebration Committee, Itanagar (PBFCCI) has fervently appealed to the executive members of APDYA, APPVYF and APCCYF to defer/postpone their proposed 12 hours Capital Complex bandh call on December 4 keeping in view the ongoing preparation for Podi-Barbi Festival Celebration-2013 which is slated to be held from December 4 and 5 at Mopin-Solung ground, Itanagar. The Committee appealed to the organizations to not to hurt the social sentiment and respect the sanctity of the festival, so that it doesn’t hamper and dampen the festive mood of the Adi community.

The dawn-to-dusk bandh was declared by the Organizations trio as first phase of their agitation in support of their four-point charter of demands to government.

 

Restore power supply:BJP

ITANAGAR, Dec 3: State BJP has demanded the state government to immediately restore power supply at Chop village along Indo-Myanmar border by installing a new transformer.

The last border village under Wakka border outpost has not been getting electricity since last two years following defect in the transformer. The fact was revealed during state BJP’s second phase of “Sarhad Ko Parnam Yatra,” informed state BJP spokesperson Techi Necha. The party urged the chief minister to instruct the department concerned to restore power supply in the village by replacing the old and defective transformer with a new one, if possible before the Christmas /New Year.

 

CT Mein visits Namdapha National Park

ITANAGAR, Dec 3: The Parliamentary Secretary for Environment and Forest CT Mein accompanied by DFO Kamlang Wildlife Sanctuary and Chongkham BCC  President Chow Sujanta Mansai paid a visit to Deban from where boundary of Namdapha National Park starts. It is 25 kilometre away from Miao town. They were received by Namdapha National Park Field Director Dusu Shra and his staff.

The Parliamentary Secretary and his team visited Happy Valley and Boga Pahar travelling on elephants. It took 4 hours to reach Boga Pahar. During his interaction with park official, he assured to initiate steps for construction of approach roads to these significant sites to attract trekking enthusiasts.  He assured to initiate for sanctioning of fund for new patrol tracks and for the construction of watch towers for efficient vigilance. Empathizing with grievance placed by the field staff, CT promised to look into it for overall welfare of the park. He appealed to field staff present to continue their service dedicatedly as sentinels of the park.

 

APSLSA observes World Disability day at DPM School for Hearing Impaired

ITANAGAR, Dec 03: Arunachal Pradesh State Legal Services Authority (APSLSA) observed World Disability day along with the students and staff of Donyi Polo Mission School for Hearing Impaired by organizing a legal awareness campaign.

District and Session Judge cum APSLSA Member Secretary Budi Habung, Under Secretary, Law/OSD Dani Belo and advocate Deepa Yoka attended the programme and highlighted the rights of persons with disabilities and the role of the authority in protecting their various rights. Brochures, leaflets containing the legal rights of the disabled were distributed among the students of the school.

APSLSA also provided various games and sports items to the school during the programme.

 

Drug peddlers nabbed

ITANAGAR, Dec 03: Three drug peddlers were nabbed by Mahadevpur Police at Dirak check gate yesterday and about 12.65 gm of suspected brown sugar was recovered from their possession.

The arrested persons have been identified as Chow Chiyata Manjekhun, Chow Wclanan Manlong and Chow Waiingna Manlong. Lohit SP Tumme Omo informed in a release.

A case (No. 33/13) under section 21 NDPS Act has been registered at Mahadevpur PS against the arrested persons, the release added.

 

ATTWS demands reconstruction of community hall

ITANAGAR, Dec 03: All Tei-Temir Welfare Society (ATTWS) has strongly appealed to the Lower Subansiri deputy commissioner to reconstruct the Community Hall at Kamporijo.

In its representation to the deputy commissioner, the Society said that the existing community hall at Kamporijo was demolished without notification or public consent in February this year for construction of a helipad. But, the administration, after demolition of the hall, did not initiate any step for reconstruction of a community hall, the society alleged. It said that the people of the area have been facing lots problem to organize various social programmes/festivals for want of a community hall. The society demanded the DC to do the needful for construction of the hall before the ensuing Nyishi Nyokum Yullo Festival, 2014 failing which the Society threatened to launch democratic movement for fulfillment of the demand, the letter said.

 

Workers’ Board conducts awareness campaign in Kurung Kumey

ITANAGAR, Dec 03: The Arunachal Pradesh Building & Other Construction Workers Welfare Board (APPB&OCCWB) conducted an awareness camp about the various benefits available with labour board and distributed school kits to the 1100 children of registered workers of Kurung Kumey district such as school bag, geometry box and umbrella.

The five days awareness campaign that concluded on November 29 last was conducted in five circles of the district namely Parsi-Parlo, Koloriang, Sangram, Nyapin and Palin.

Addressing the workers, APPB&OCCWB chairman, Jalley Sonam called upon the workers to remain united and registered themselves with the Labour Welfare Board to avail benefits.

He further informed that a labour guest house is being constructed in Itanagar, where workers can stay at nominal charge during medical emergencies.

 

MWA alleges Khupa Police of negligence

ITANAGAR, Dec 03: The Meyor Welfare Association (MWA) has expressed disappointment with the unresponsive attitude of Khupa police authorities.

In a release, it has claimed that an FIR was lodged with Khupa Police station about the brutal attack on its vice president Unchen Meyor and misbehaving with his two daughters by a group of masked miscreant on November 13 last, but the police authorities are yet to act.

The assaulters are still at large creating fear psychosis in the mind of the innocent people. And instead of taking rigorous action against those miscreants, police authorities are issuing arrest warrant against innocent people in order to pressurise the complainant to take back his complaint, it alleged.

According to MWA, the victim was assaulted with sticks and machete who was later rushed to Walong PHC and then to Aditya Diagnostics and Hospital, Dibrugarh in a critical condition.

 

Healing crusade held

ITANAGAR, Dec 03: Around 1000 believers from various North Eastern states like Nagaland, Assam and the host state participated in a three day long 13th healing crusade which began on November 29 last concluded recently at Changlang District Christain Revival Church Council Mission Centre, New Plone Namphai-I under Kharsang circle.

Rev Dr Shiwoto Sumi from Nagaland Christian Revival Church Council & Rev Dr Takeng Taggu, Pastor, and Siang Prayer Centre Pasighat attended the programme as resource persons while Panglom Mossang, Pastor Kharsang Town CRC & Tangkhul Mossang, Pastor New Plone Prayer Centre were the service leaders.

 

VKV, Sher wins first position in district level Science exhibition

ITANAGAR, Dec 03: The team from VKV, Sher led by Master Tanu Bhai won the first position and VKV, Vivek Vihar, Itanagar team led by Master Gokul R won the second position in the district level science exhibition of Papum Pare district held at BRC Hall Doimukh today. Both the schools will represent Papum Pare in the state level science exhibition scheduled on December 17 and 18.

Govt. Sec. School, RGU, Doimukh, VKV, Balijan, VKV, Chimpu, Govt. Hr. Sec. School, Doimukh and Govt. Sec. School, Ganga  were also awarded prizes on merit basis.

The programme was held under the chairmanship of DDSE TT Tara. Dr. AK Mishra, Coordinator, Pedagogy, SSA District Mission, Papum Pare District. Twelve schools participated in the competition.

 

Councillor demands eviction against school land

PASIGHAT, Dec 3: A major portion of Bakin Pertin Memorial Government Middle School land situated at Gumin Nagar-2 Mile area, Pasighat has illegally been encroached by some nearby residents/individuals of the colony, said Kangge Moyong, councillor Ward No. 12, Pasighat Municipal Council in a complaint letter to East Siang Deputy Commissioner.

The said encroached land of the school has been converted into WRC field for their cultivation at present, he alleged. The school and its premises which is a property of State Govt are being surrounded by the WRC field, the councillor said adding that the barbed wire fence which is erected clearly demarcating the school area has been already removed by the said encroachers.

The councillor urged the state Govt, particularly district authorities to take immediate action against such illegality and restore the land to its rightful owner. “With the steady increase of enrollment of students, the school will be need of the said land for its expansion in near future,” Moyong said adding the career and the education of the future learners cannot be put into stake.

It is high time that the concerned authority rise up from their deep slumber and show some empathy to the pitiable plight of the school, he added.

 

Basic healthcare service demanded

NAHARLAGUN, Dec 03: A group of panchayat leaders led by Chayang Tajo ZPM Lama Bagang, Sawa ZPM Khya Choya and C’Tajo block chairperson Rongmir Yangfo today submitted a memorandum to the health services director, seeking basic healthcare service in the C’Tajo CHC in East Kameng district.

The people of Chayang Tajo are deprived of basic health facilities for years owing to unavailability of doctors, staff, medicines and infrastructure at the CHC. While Dr Kemba Padu had been posted as the CHC’s MO in April last, he has still not joined his duty there, the PR leaders said. Urging the director to locate the doctor and direct him to join his place of posting immediately, the PR leaders sought to know from the doctor himself the reason behind his absence.

Meanwhile, no reliever has been posted at the CHC following the transfer of Dr Nime Bodi, they said.

 

Relief work by Arunachal Vikas Parishad

ITANAGAR, Dec 03: Kurung Kumey unit of Arunachal Vikas Parishad (AVP) distributed utensils, carpets, cloths, blankets, rice etc. to all the 30 members of 6 families, whose dwelling houses were gutted in a devastating fire in Koloriang town on November 22.

AVP workers under the guidance of general secretary AVP Chello Nyakum collected the materials from various donors and distributed them to the fire victims the next day.

 

PA Committee to visit Kharsang

ITANAGAR, Dec 03: A Committee on Public Accounts headed by its Chairman Tangor Tapak alongwith its five members Tapuk Taku, Tani Loffa, Bamang Felix, Tapen Siga and Alo Libang will undertake study tour to Kharsang for spot verification of Namchik-Nampuk Coal Field and Oil Field at Kharsang from December 8 to 11 next.

Deputy Accountant General (Audit) alongwith officials and three officers and staff from Legislative Assembly Secretariat will accompany the committee.

 

16 Tigdo Panchayat bans illegal fishing and hunting

ITANAGAR, Dec 03: The 16 Tigdo Panchayat under Doimukh circle has put a blanket ban on illegal fishing, hunting and extraction of timber and other natural resources from its jurisdiction.

In a letter to the principal chief conservator of forest (PCCF), ASM Tayum Akin while saying that it has been decided in order to conserve the diminishing flora and fauna of the area, it warned of taking serious action against the violator by the village authority.

 

Govt urged to release pending salary of SSA teachers

ITANAGAR, Dec 03: The All Arunachal Pradesh Sarva Shiksha Abhiyan Teacher’s Association (AASSATA) East Kameng district unit has urged upon the state government to release the pending salaries of SSA teachers.

Meanwhile, it has urged all the SSA teachers of the state, particularly of East Kameng district, to  perform their duties well.

 

NPF state unit alleges threatening

ITANAGAR, Dec 03: Claiming that its women wing general secretary Yayi Tato was threatened of being killed by an anonymous caller on her mobile phone on December 1 last, the state unit of Naga People’s Front has demanded the law enforcing authority to immediately arrest the culprit involved without any delay.

The FIR was lodged with Naharlagun police station on the same day itself with the phone no. of the caller but no arrest has been made so far, it said.

 

Society appeals for re-arrest of culprits

ITANAGAR, Dec 3: Perme Kening Welfare Society in a letter to Chief Secretary appealed to the state government to re-arrest the culprits who assaulted Dr Rajen Perme at his government residence at Sangti.

The society also demanded that the exemplary punishment should be given to the culprits as per the established law. The society said that no-early re-arrest and allowing the culprit to hold his government job would encourage such sort of criminal activities in any establishment.

 

Indigenous Faith Day celebrated at Daporijo

DAPORIJO, Dec 3: The Indigenous Faith and Cultural Society of Arunachal Pradesh, Upper Subansiri unit celebrated the Indigenous Faith Day on December 1 at the Donyi- Polo festival ground.

On the occasion, mass procession, cultural, games and sports competitions were conducted.

31st  Annual Week celebration of GHSS, Itanagar begins

ITANAGAR: Dec, 03: Political Secretary to Chief Minister Bamang Tago stressed on the need to channelize young energy into right direction towards nation building.

“Youth is the most important period of the life of a man so the youths should use their youthful energy in productive activities for the welfare of the society,” Tago said addressing the students in the 31st Annual Week celebration of GHSS, Itanagar today. Describing that students are the future of the nation, Tago asked the students to devote their time only in study and live up to their parent’s and society’s expectation by excelling in their academics. He also asked the students not be swayed away by vested interest.

Tago also encouraged the students to take part in extra curricular activities for overall development of a student.

All Papum Pare District Students Union President Teli Dui called upon the students to maintain strict discipline and serve the society in future.

Govt employees urged to be sincere

ITANAGAR, Dec 03: In a meeting held at village Mengi Kabak, Kamporijo Block-I in Lower Subansiri district, its ASM Kabak Taka called on the government employees, especially the teachers posted in the village to be sincere in performing their duties.

In the meeting, it was decided that strict action will be taken against irregular government employees.

 

Union seeks compensation for fire victims

ITANAGAR, Dec 03: Claiming that one house was completely gutted in a fire incident at Laba village under Nyapin circle in Kurung Kumey district on November 30 last, the Nyapin Nyobia Sangram Phassang Students’ Union has requested the concern authority to provide compensation to the fire victims. It also urged upon the state government for immediate establishment of fire service at Nyapin and Sangram.

 

Committee demands early appointment of regular APH&WCL MD

ITANAGAR, Dec 03: The Contractor’s Welfare Committee Arunachal Police Housing & Welfare Corporation Limited has demanded for early appointment of regular and technically sound managing director for APH&WCL.

In its representation to the director general of police, it claimed that the present managing director is unable to discharge is duties due to holding of dual charges of policing in the state. Further IPS officer lack in technical knowledge and cannot carry out the work in a proper manner and their willingness to serve the corporation is half hearted.

It’s other demands include timely furnishing of utilization certificate and to maintain proper CPWD guidelines.

 

World AIDS Day at Oyan

RUKSIN, Dec 03: Arunachal Pradesh AIDS Control Society (APACS) in collaboration with Lisang Donyi Welfare Society, observed 'World AIDS Day' at Oyan village. The day-long programme started with procession in the morning followed by Marathon Race and drawing competition among the school children.

There was a meeting held to discuss about HIV/AIDS and the routes of transmission of the disease.

Jitendra Pait, teacher, asked the young students to know about the HIV and create awareness among the people about the disease.

Eminent citizens, including retired police officer HN Bori and PN Pait, former Sille-Oyan block ZPM Majit Pao, Gaon Burahs, PRI leaders and village women attended the programme and encouraged the organizers.

Ram Bd Chetry of Oyan GNA School won the first prize in drawing competition for boys while Aku Bori and Kiron Saroh of the same school bagged the first and second prizes in girls category.

Teachers and students from Oyan GNA School, Upper Primary School and local villagers participated in the programme.

 

Army conducts medical camp in Tirap

KHONSA, Dec 3: The Army Garrison at Khonsa as a part of overall “Operation Sadbhavana” project conducted a medical camp at Khela village in Tirap district yesterday.

In the day-long programme Army doctors and paramedical staff along with Medical Officers from District Hospital, Khonsa distributed free medicines and rendered routine medical checkup along with free diagnostics.

The event received overwhelming response from Khela village and its surrounding villages like Bunting, Lamsa and Wathin village. Altogether 513 patients attended the camp.

The District Administration and the Chief of Khela extended their gratitude to Army for their noble gesture and requested to conduct such camp in future also. DIPRO

Arunachal Times media scholarship award ceremony held

ITANAGAR, Dec 3: The Arunachal Times media scholarship award ceremony was held today at department of mass communication Rajiv Gandhi University (RGU). On the occasion two students of mass communication from RGU namely Mapi Taipodia and Jumi Ringu were handed scholarship money along with certificates by Audrey Apang, Editor of Arunachal Times. Jumi Ringu is currently in MA 1st semester whereas Mapi Taipodia is in 3rd semester. The two students of RGU had won the scholarship after passing through lengthy selection process conducted jointly by Mass Comm department and Arunachal Times. The panel of judge included noted writer Mamang Dai, Editor of Arunachal Times Audrey Apang and Moji Riba, HoD incharge of Mass Comm. department, RGU.

The Arunachal Times media scholarship has been started to mark 25 years of this daily.

Speaking on the occasion Audrey Apang stated that she would like to encourage more young journalists in the future. “If more students take up journalism as profession it will only help this state. We all know that vibrant media creates healthy atmosphere and in such situation state stands to gain,” stated Audrey. She went on to add, “If this scholarship goes well, we will continue to support more budding journalist in the future. The onus lies on these two scholarship winner. Umbrey declared PPA’s Chief Ministerial candidate

ITANAGAR, Dec 3: Nine months ahead of the Assembly elections in 2014, the People’s Party of Arunachal (PPA), the lone regional party in the state, today declared its lone legislator from Roing Laeta Umbrey as its chief ministerial candidate.

Accepting the declaration humbly amidst roaring applause at Hotel Donyi Polo Ashok here, Umbrey asserted, “The path is full of thorn. I sincerely wish that the power of spoken words will work magically this time.”

Taking a dig at the Congress-led state government, he said, “Nobody is happy with how the government is working. Leave aside the common public, even the people forming the government is not happy.”

“Are they capable of doing anything for the people? No. As long as this present government continues, nobody will feel secure,” he said of the deteriorating law and order situation in the state.

It accused state government of promoting corruption and nepotism and being a mute spectator on major issues.

Talking of many festivals and rallies in the state, he said, “witnessing events being organized one after another which is adding to the already pitiable financial condition of the government, nobody will say that our state government is a sensible one.”

“Arunachal Pradesh is a very rich state but because of the complete mismanagement and mishandling, it is being made to depend on the government at the centre for survival. We are being made to suffer,” he charged adding, “Time has come to say goodbye to the political hegemony of the Centre who has always looted us.” On the major issues concerning the state such as Chakma-Hajong refugee issue and the vexed boundary issue, he said, “the solutions to the problem depends only upon the sincerity of the state government to solve it, which it lacks.”

Later interacting with media persons on a question regarding checking defection of the party legislators, Kamen Ringu informed that any person seeking PPA party ticket will have to sign affidavit agreeing to term of five years with the party.”

 

 

The border and wandering mind

It was indeed a big relief to hear from the President of India that “Since Arunachal Pradesh has common borders with three countries; the development of border areas is also vital and must receive our utmost attention".

Other than massive militarization, there really has been no improvement in road conditions or other infrastructure along the border, much in contrast to the story on the other side.

All roads leading to the borders - be it Tawang, Upper, West Siang or Anjaw are in unstable conditions, often cut off for weeks together during monsoon with Tezu-Hayuliang-Chaklagam being the worse affected.

Needlessly to say that all-weather road connectivity would be huge relief not only for the military forces but also for people living in these areas.

The first step to secure the border; good roads are a must.

Though the ambitious Trans-Arunachal has already started in some portions of the state, it has also caused the neglect or spoiling of existing roads, making it an arduous task for daily commuters.

One hopes that soon, not only the border but the whole state has all-weather roads.

On the other hand, ugly exchange of words between China and India soon followed the visit of  President Pranab Mukherjee.

The usual rhetoric was not unexpected.

“Arunachal is integral and important part of India” is the line we hear every time a dignitary comes calling from Delhi. The repeated line makes one wonder whether they are trying to reassure themselves that Arunachal is indeed part of Indian Union.

Yours truely find these statements akin to a grandfather visiting once in five years to reassure the by now irritated grandchild that indeed they belong to the same family. Reassurances are good once in a while but if it is turned into a routine, it is rather perplexing when one repeats what we already know.

Having to live up to the expectations as a “Hindi-speaking patriotic people” is already tiring and hard enough.

The President’s visit and reassurance of course was rebutted by the Chinese as usual.

For China, parts of Arunachal is South Tibet, thus under “illegal Indian occupation”.

Do we say more about where we belong when the fact is that we vote every five years and send three elected representatives to Indian Parliament?

Easier said than done. But it is time both countries come to a conclusion on the contentious border issue. One hopes for an agreement similar to the one carried out in 1996 on Line of Actual Control.

While we wait for a border agreement mutually agreeable to both countries, in the meantime instead of usual rhetoric, it would be a step forward if Border Personnel Meetings are made more effective and spread to all border posts in between the two nations. After all, these are a supposed platform for strengthening friendship and peace along the border.

It is a well known fact that there are intrusions along the India-China border and if these border meetings are made more effective, other than becoming just customary, it could go a long way in controlling the intrusions from both sides.

And one other major impediment is stapled visa issued to the Arunachalees and people from Jammu and Kashmir by the Chinese. The worst affected have been the sportspersons who are often turned away from the immigration counter.

Few notable objections apart, yours truly is not sure if there is any Indian initiative on this worthy to be reported or informed to the people of the country.

In the long run, however it will not be the visa or the border problems alone that will be the cause of concerns. There is already growing disillusionment among the young people because of lack of livelihood options, so perhaps it would be advisable to also look into problems of unemployment. “Jai Hind” or speaking Hindi is not going to feed the hungry mouth or wandering mind.

 

 

CM exhorts people to be self-employed

SAGALEE, Dec 3: Chief Minister Nabum Tuki today inaugurated the newly created CO headquarter at Parang Circle. The  foundation stone of the Circle HQ, Parang was laid on January 24, 2001.  He also laid foundation stone of three new projects namely- Water  Supply Scheme at Parang funded under NLCPR at an estimated cost of Rs. 492.94  lacs, the Anti Erosion Flood Control Work at Parang River at an stimated cost  of Rs.442.86 lacs funded under DONER NEC and Construction of Link Road from Parang to Seema-Gangtung with an estimated cost of Rs.20.86 crores funded under NABARD,RIDF.

The construction works of office infrastructure of CO HQ have been completed by the PWD Sagalee Division. The Water Supply Scheme is being executed by the Department of PHE & Water Supply and the Anti erosion Flood Control work under execution by the Department of WRD. The construction of link road from Parang to Seema-Gangtung village will be executed by Rural Work Department.  Chief minister was accompanied by  Parliamentary Secretary (Planning & Development) and Doimukh MLA Nabam Rebia among others.

The Chief Minister in his speech apeal to the people not to depend on Govt job only but to be a good enterpreuners to earn one’s livelihood. Govt jobs are limited and difficult to find out due to active competitions. The sanctioned posts are very few but aspirants are more due to increase of educated unemployed youths every year. Even for a few limited posts, numbers of applicants are increasing. Instead of running after  for govt. job people should work hard in the field of agriculture, horticulture, fishy culture, Goatery, Poultry, Dairy, Rearing of Mithun etc as it enhance the economy of an individual. As an instance educated youth should ready to serve in other country too instead of seeking job in own’s state or country, he said.

The  CM disclosed that his govt. have hiked the GBs honorarium and GB will be provided free water supply and two points electrical power supply.

The Chief Minister Health Insurance scheme to cater to the needy poor patient who cannot afford to bear huge medical expenses is also under active consideration of his Govt, he  disclosed. The construction of 30 bedded Hospital at Parang Circle is near completion and will be fully equipped to cater the need of patients. The people need not go outside for treatment after commission of the Hospital, he said.

On the people’s demand regarding tender process of the projects, the chief minister clarified that as per the Govt. of India (CAG ) and  Supreme Court rulling, tendering process are mandatory to get release of central funds.Therefore, some sort of internal understanding have to be sorted out by the villagers with the executing agencies.

On the occassion  Nabam Rebia appealed the people of Parang to maintain the spirit of secularism and ensure communal harmony. He also appealed to the public to make Sagalee a Model ADC HQ which can be role model for all other District and Sub-Division of the state.

During the function all Head of offices Sagalee,PR members and GBs of Parang circle were present, according to an official release.

 

 

APPDSU gives 10 days for action

ITANAGAR, Dec 3: All Papum Pare District Students Union (APPDSU) in a complaint letter to the Chief Secretary demanded immediate cancellation of land allotment order issued to Talo Potom, CEO cum ADM from DC, Capital Complex.

The Union claimed that against his 500 Sq mtr allotted area, he is in illegal physical occupation of 11,313.76 sq mtr by encroaching Itafort the protected monumental area of national heritage.  It further said “he did not maintain the distance mentioned in the letter of Director Research issued on January 19, 2000 to D.C. Capital Complex and carried out massive earth cutting activities within Zero distance, which shows the clear-cut violation of the laid dawn norms.”

Demanding restoration of Itafort boundary to its original shape as per the original map, the Union further called for immediate withdrawal of official power conferred upon Potom for his alleged misuse of it and also demanded criminal proceedings against him alleging excavating and defacing monumental area.

It further said that all structures erected illegally by the officer in the vicinity of protected Monument Area should be evicted. The state Govt should constitute a committee immediately with high ranking officer not below the rank of joint secretary as CEO in place of Talo Potom to continue eviction drive in the Capital Complex as, the union said, Potom himself is an encroacher.

The Union urged the CS to fulfill its 6 points memorandum within 10 days, failing which the union shall be compelled to stage peaceful dharna in front of Chief Secretary’s office on Dec 16.

 

 

Chayangtajo and its peculiar facts!

ITANAGAR, Dec 3: Most of the people might take it as farcical statement but it is the facts we are facing today. Everyone has far-fetched ideas about the leaders, departments and other executing agencies but none of them ever tried to realize the facts and try to come up with the solid ideas and solution that might help us prosper and progress at the par with other developed places.

Since my childhood days I heard lot of people talking about development of area and its economic progress. As a child I always believed that when I grow up, our place would be better and developed like other great cities, I always hoped that Chayangtajo could be no less than Switzerland. When I was young we had State Transport buses plying and people made use of such facility. And then I believed that one day Railways and Airport will also come into existence at my doorsteps after few decades. But progress has advanced in the ironical path and everything deteriorated as the year passes by. It went in reverse direction.  Then we had Bus and trucks on the road but now we have seen that vehicles has reduced their size to just having two wheels to somehow accommodate themselves with the present condition of roads we have. Bus has reduced to size of Tata Sumo and Truck to Tata Mobile. The fares charged is sky rocketing.

I don’t want to be so critical to anyone but would like to put light on the prevailing situation to the concern people. During past few years we have observed lot of infrastructural development activities been taking place, be it complying with quality aspects or not? Most importantly, one question often creeps in my mind “will all those infrastructural development be useful or will it be used?” While people of Chayangtajo and its periphery who were supposed to be using all those infrastructures are migrating to other places and settling at Seppa, Itanagar etc in the search of better and conducive place to live in.

Meanwhile Administrative officers and their subordinates are also absconding from Chayangtajo as a criminal absconds from police. Sadness is at its height when we see those deserted office buildings, Government quarters, School buildings, deserted road and market. Moreover, some governmental buildings have vanished without any trace.

Government employees who are posted to Chayangtajo have sheltered themselves at Seppa and others at Itanagar. They seldom visit their posting place. Their private home has become a virtual office; all the official matters are said and done at their home. I don’t want to ridicule our so called intellectuals and public leaders but the bitter truth is that most of them builds’ fancy buildings at Itanagar and never return to their villages. Yet they play hypocritical politics in the name of developments of area. They often talk against the corruption but at end they just become the part of it.

Sadly our people think that the MLA is only source of income. This could be the real menace that hampers the development and it hinders the way of equal progress to each and everyone. One with the blessing of MLA is becoming rich and one against is struggling hard to survive whereas some have chosen other violent ways to earn their livelihood. Sadly everyone wants power so that they can earn money the same way as other MLAs does. Meanwhile some opportunists are getting ample chance to earn through vote bank politics.

People should realize that the money could be generated and economic development could be achieved when our place is well developed and can accommodate people from Govt sector and other self entrepreneur and businessmen from outside. Precisely when huge numbers of population resides in that place then local people will get chance to earn some cash and get the share of the incomes of those residing people by running local market like selling locally available, fish, vegetables, firewood, plot of land etc.

Now all of above aspects depends so much on completion of Seppa-Chayangtajo road, the life line of the connected areas. Without better road dreaming of development is more or less like a bucket hanging upside down. Other civic amenities and infrastructural development is just some kind of wasting public fund in absence of proper road connectivity.

Ever since Gammon India Pvt Ltd took up Seppa-Chayangtajo road construction work we were assured many times that project shall be completed within a year or two. However it has not been completed on time and now blame game has started. PWD and Gammon India blames on mischievous act of local goons whereas local people counter blames on Gammon India and PWD for delay.  Amidst the course of blame game work progress has stopped, there’s certainly some disparity within which needs to be unearthed. Discrepancies is need to be meted out so that each and every one of concern areas should give their support and helping hands for the earlier completion of Seppa to Chayangtajo road. Moreover some lunatic people always use this road issues to play vote bank politics. Come on, this is not appreciated at all. If we really want to see changes then we should participate and give our feedbacks for proper execution of work. The said stretches of road falls under the jurisdictions of four MLAs of East kameng, I wish they come up collectively for early completion of work.

When this road is completed and well maintained then only we can think about development of other civic amenities and infrastructures. Then we can dream of bigger and larger town or city. For example Chayangtajo could expand its area and peripheral cluster of villages could become a landmark sectors or colonies. Likewise it applies to other circle headquarters like Pipu, Sawa and rest of the places in Arunachal Pradesh.

Now the need of the hour is each one of us, be it public leaders, PRI Leaders, Govt employees, students, farmers, common people should leave the greed behind because greediness and charity is hard to go hand in hand. So, let us collectively put our energy and ideas to bring ‘a city back to villages’. Mind it; you won’t be doing it for others rather it would be for yourself, for your place, for your people, for your children and for the next generations. “Go into the world and do well. But more importantly, go into the world and do Good. International Day for Differently Abled Persons celebrated

ITANAGAR, Dec 3: The International Day for Differently Abled Persons was organized by the department of Social Justice and Empowerment &Tribal Affairs, Government of Arunachal Pradesh here at Banquet hall today for the first time in the state.

This program aims to promote an understanding of people with disability and encourage support for their dignity, rights and well being. The highlights of the program were the distribution of aids and appliances like wheelchair, walking sticks, blind sticks and hearing aids etc along with disability certificates.

The dignitaries present in the  programme include Yumsem Matey, Parliamentary Secretary & H.K. Paliwal, Chief Secretary.

Michi Omo and Talo Tama  demonstrated  beautiful showpieces and accessories made by them at home. It was inspiring to see their achievements in spite of their disabilities. Additionally children of DPM School, Chimpu & children and adult from the various part of the state participated in the cultural program showcasing their talent.

Voicing the same thoughts, the dignitaries said that since persons with disabilities face barriers in their everyday life, they should be encouraged in overcoming those barriers.

Matey extended his full support to the department for the upliftment of Disabled persons and also said that a program to visit the far flunged villages of Arunachal to find people with disability and help to cure them should be initiated.

The program was also attended by Tao Tebin, Director and Shalini Verma, Secretary of Social Justice and Empowerment &Tribal Affairs and other dignitaries.

The “World Disability Day” was also celebrated at DIET Auditorium Changlang today.  The programme was organized by the District Administration in collaboration with the District Health Society Changlang.

Speaking on the occasion, Changlang Deputy Commissioner Chanchal Yadav stressed that such celebration is essential to focus the problems faced by the people with disability (PWD). “We must help and try to solve their problems to minimize the suffering,” the DC said also  reminded of the recently concluded Mega Health Camp the “Windows of Hope” where screening done by a team of doctors, 84 persons with cent percent disability certificates were distributed to avail the flagship scheme, the CM’s Disability Pension Scheme, the financial assistance of rupees one thousand per month.

She further informed that, more health camp would be organized in the uncovered areas like Miao, Bordumsa and Diyun Administrative circles to extend health facilities to the needy poor villagers. Also, an “Eye camp” is being fixed from December 10-12 next at District Hospital Changlang. The eye specialists would carry out cataract operation. The district administration would provide spectacles free of cost to the needy people. She appealed officers, ICDS workers and PR Members to carry forward the message among the villagers to avail the rear opportunity.

Dr. P. Dutta, DMO Changlang, said that disability is an umbrella term, covering impairments, activity limitation and participation restrictions. It is not just a health problem, it is a complex phenomenon, reflecting the interaction between features of a person’s body and feature of the society in which he or she lives. They also needs the health care like immunization, cancer screening etc. The evidence suggests that PWD face barriers in accessing the health and rehabilitation service, they need in many settings, he elaborated.

On the occasion, Disability Certificates were given away by the Deputy Commissioner to the people with disability. The DC advised the people particularly to youths with partial disability to obtain certificate to apply for various Govt. schemes like financial assistance and to apply for jobs kept under reservation. Buddhist believers, MP  pay last obeisance to mortal remains of  RT Jigmey

SHERGAON, Dec 03: A pall of gloom has descended over the Lhagyala Monastery and the Morshing valley as the multitude of grieving Buddhist believers thronged the 7th century old monastery to pay their last obeisance to the mortal remains of Rinpoche Thupten Jigmey who died on 29 November last. The ‘physical body’ of the abbot would be cremated tomorrow morning.

Born in Thembang village under Dirang circle, the abbot who was in his 9th incarnation played an important role in the socio-religious life of the area and much revered by the worshippers.

Lok Sabha MP Takam Sanjoy also air-dashed to the Monastery and paid his respect to the mortal remains of the abbot. Conveying his condolence to the believers and abbot’s relatives, he said the untimely departure of Rinpoche has left a void in the state in the form of a socio-religious leader. He brought a little solace to the mourners when he assured 1 crore for widening of the dilapidated approach road from Morshing to the Monastery; and another 10 lakh for the construction of Rinpoche’s chorten (stupa).

Consoling the grievers, Sanjoy hoped that Rinpoche would reincarnate sooner to continue his incomplete works and to serve the people. Also expressing his condolence over the demise of TT Lama, SP (SIT), who died on 30 at Bomdila following a cardiac arrest, he said that it was a sad week for the people of the region with the loss of two important lives.

Tourism and RWD Minister Pema Khandu urged the people to be resilient and bounce back from the grief. He also urged the Tsopa (Trust) looking after the monastery to ‘work list’ so as the govt could help them in all possible ways.  

Chief Advisor to CM T N Thongdok, Parliamentary Secretary (Science & Technology) Phurpa Tsering, West Kameng DC AK Singh and Dr Leki Wangchuk also paid their obeisance besides a host of other dignitaries.

According to a ritual, the body of the abbot is cremated on the 7th day. The Monastery (Gonpa in local dialect), is situated on the mountainside, overlooking the Morshing valley at Morshing. It is about 25 km from Shergaon. Lhagyala means the repository of more than hundred large icons.

 

 

People’s cooperation sought to conserve bio-diversity

ITANAGAR, Dec 03: Expressing serious concern over rampant earth cutting in and around Capital Complex, Deputy Commissioner Sanjay Goel has asked the people to stop such earth cutting to avoid man-made disaster. He was addressing a gathering during one day training and awareness programme on forest fire, deforestation, soil and water conservation within the vicinity of Capital Complex, organized by the State Forest Research Institute (SFRI) and supported by State CAMPA here at Lor Pota village Tuesday.

Stating that the climate change and global warming have become a serious issue threatening the present environment, he appealed to all to conserve natural resources in order to beautify the capital complex and maintain ecological balance as well.

“Because of rampant earth cutting and jhum cultivation, land erosion is witnessed every year and various rivers are drying up. So, we have to conserve both soil and forest to save it from further destruction”, he said. He also sought the people’s cooperation in checking illegal hunting and selling of wildlife meat in the market.

“Quick information sharing is necessary to stop such illegal activities. Be courageous and have self discipline in conserving the natural resources for the upcoming generation of the state”, the DC added.

He stressed the need for making proper plan before developing any infrastructure/ projects in the capital.

Informing that Itanagar is very vulnerable to natural disasters like earthquake, landslide etc., SFRI scientist R K Taj said that indiscriminate earth cutting, jhumming and forest fire in and around capital complex have caused substantial damage to the environment. He said that deforestation causes climate change, rise in temperature, loss of flora and fauna, water scarcity, soil fertility loses and erosion.

Terming Arunachal Pradesh as power house of oxygen, the Scientist asked the people to stop jhum cultivation and to prevent forest fire and to maintain greenery.

Speaking as resource person, Itanagar Biological Park (Zoo) curator Raya Flago exhorted all to stop wanton killing of wild animal and birds to maintain ecology and promote tourism.

“Wanton killing of wildlife has posed great threat to the existence of many animals,” Flago said.

Describing the botanical garden as state asset, he appealed to the people living near the zoo to help protect it from destruction and illegal encroachment.

Social activist and entrepreneur Sama Dodum on behalf of the people stated that complain has been lodged on many occasions regarding illegal hunting and land encroachment to the Governor and PCCF, but nothing has been done in this regard.

Dodum, who also is authorized to look after the famous Ganga Lake (Gekar Sinyi), appealed to all to fight together against destruction of the Mother Nature.

While sharing her experience how the population of crows and monkeys is decreasing day by day, 11 Bath-Ganga ZPM Techi Mecha appealed the DC to visit villages to educate the people of the need to protect wildlife.

Journalist Gandhi Darang suggested the villagers on various water harvesting techniques, water pollution and its mitigation measures. He also expressed the eco-tourism potential within the vicinity of capital complex.

Kara Topu, Gram Panchayat Member of Batt-Lor village expressed his gratitude to Forest Department and Capital administration for conducting such awareness programme at grassroots level.

Earlier, Capital DC along with his IAS colleague BM Mishra distributed artificial hornbill beaks to the gaon burahs and senior members of the village in order to discourage hunting of hornbill.

More than 2500 benefitted from health camp

KHONSA: Dec 3: A 3-day medical health camp was held from December 29 at Niaunu, Niausa  Longkhaw, Sennua,  Pongchau and Khasa.

The health camp was carried out by a team of experts and Medical Officers from Naharlagun, Pasighat, Khonsa and Longding led by the Jt Director, NVBD CP, Naharlagun, Dr. Hage Taki. A number of para-medical workers also took part in the camp and many more para- medical workers from CHC, Longding.

More than 2500 patients benefited during the health camp.

The Chief of Longkhaw Wangpo Wangham and Nokha Boham,  ASM, Senua expressed their gratitude to the  Parliamentary Secretary, IPR Thangwang Wangham for taking initiative in conducting the Health Camp for the poor patients of various remote villages. They also appealed the government of Arunachal Pradesh for holding such camp with sufficient health experts and medicines. The Chiefs of Khasa, Niausa, Niaunu, Longkhaw, Senua, Pongchau also expressed their gratitude to the Medical Team.

Earlier, Dr. Hage Taki, Jt. Director (NVBDCP), Naharlagun suggested all the Wancho Churches leaders, youth leaders of Longding to motivate the village people to live with hygienic life and to use boiled water.

KK DLVMC meeting held

KOLORIANG, Dec 3: The District Level Vigilance and Monitoring Committee (DLVMC) meeting of Kurung Kumey district was held under the chairmanship of Daniel Teli, Chairman, DLVMC RD at Conference Hall, Koloriang on Nov 28 last.

Presiding over the meeting Teli asked the executing agencies such as DRDA, BDOs, EEs of RWD, PWD, PHE not to repeat the mistake already made earlier but set example where other districts would follow the execution process to guarantee that the contracted objectives are met. He urged the PRIs and Project Director, DRDA to select genuine beneficiaries of IAY programme. He informed the house that Indira Awas Yojna (IAY) beneficiaries should be a widow, physically challenged, widow of ex-Army man, or daily wage earner but a teacher, GPM, ASM, public leader and its workers can’t avail this benefit.  While informing the decision taken at the State level meeting he directed the PD and BDOs not to make any payment to anybody without work under Integrated Watershed Management Programs (IWMP). He urged the agencies to correct the track record which is very poor in Kurung Kumey District in implementation of IWMP scheme.  He directed the BDOs to delete the names of the State Govt employees whose names are entered under MGNREGA schemes and select the genuine only. Any complaint regarding wrong selection of beneficiaries, mis-appropriation / diversion of funds or none comply of Ministry’s guidelines may lodge to Deputy Commissioner who is also Member Secretary of the DLVMC.

Teli also directed the head of departments to massively engage the PRIs in all RD related programs and speed up execution of all the programs during winter session. Neglecting them would provoke misunderstanding and bad relationship said Teli.

G. Ete DC Kurung Kumey asked the executing agencies to submit monthly progress report and cultivate the habit of work culture in every sphere. He highlighted the importance and necessary to have acquaintances about guidelines of various programs. He further urged the PR members to cooperate and help the departments in all ongoing works.

Explaining the functioning of the Panchayat Raj Institution, Sangha Tagi, Chairperson- Zilla Parishad, urged the head of department to make mandatory use of PRIs leaders in all developmental works. He also recommended the Chairman DLVMC to exercise preventive vigilance to ensure that physical and financial irregularities of funds are avoided and take strict action against the defaulter. He further urged the implementing agencies to allow manual contract work system in some cases as it would reduce huge burden of the department.

Poor performance of the construction of some PMGSY roads was discussed seriously by the ZPMs and urged Chairman DLVMC to take stringent action against the contractors.

The Executive Engineer, PHED, RWD and PWD gave presentation of physical and financial achievements and status of various ongoing and completed programs.

Pisa Tatup, PD DRDA in his speech said that the primary objective of the meeting is to effectively monitor the implementation of the schemes and programmes of the Ministry of Rural Development and to ensure the people for the purpose for which they are meant.

The APOs of DRDA, DLVMC members and chairpersons of Anchal Samity of Block Panchayat attended the meeting, according to an official release.

 

 

Workshop on sustainable drinking water and sanitation

ITANAGAR, Dec 03: A week-long mega block level workshop on sustainable drinking water supply and sanitation was conducted in Upper Subansiri district.

It kicked off from the district headquarter Daporijo on November 21 at Singik hall organized by Public Health Engineering and Water Supply Division, Daporijo.

Highlighting the aim and objective of Nirmal Bharat Abhiyan (NBA), EE (PHE & WS) on the inaugural function at Daporijo  on November 21 Niapung Konia stressed on the need of the involvement of PRIs in implementation of NRDWP and NBA programme. NRDWP guidelines recognize and make a provision to hand over the responsibility for operation and maintenance of intra village drinking water supply system to PRIs, he said.

In his speech, Mayan Kino, AE, PHESD, Nacho explained about the importance of formation of village water and sanitation committee (VWSC). To achieve this goal of drinking water security, the GP have to form VWSC to mobilize communities, educate them and ensure that they get the training and technical support from District Water and Sanitation Mission (DWSM), he said. Both the District Consultant Tanga Nima and Osum Konia also spoke in the programme.

Similar workshop led by Consultants, Block Coordinators and Lab Assistant were conducted in various blocks, namely Puchigeko, Dumpurijo, Chetam and Giba. And it concluded at Sippi under Chetam block on November 28 where Dr. T Miji, MO, District Hospital, Daporijo highlighted the relationship between water, health and sanitation. While explaining on various water borne diseases, like malaria, typhoid, dysentery, diarrhea, jaundice etc, he advised the villagers to keep personal hygiene and village sanitation.

A good number of panchayat members and public participated in the training programme.

Later, field test kits were distributed to all GPCs present in the workshop by A Lamrah, AE, PHESD, Dumpurijo.

 

 

Central Bank of India branch opens at Ziro

ZIRO, Dec 03:  40 customers opened bank account with cash transaction of Rs.13. 9 lakhs during the opening day of Central Bank of India (CBI) branch at Ziro yesterday.

The branch was formally inaugurated by Parliamentary Secretary Padi Richo in presence of I/c Lower Subansiri Deputy Commissioner, Nending Chatung SDO, Khoda Ruja, director textile & handicraft, EAC TR Tapu, Dy. Director, textile & handicraft, CBI’s Dr. Regional Manager, Utpal Baruah, Bazaar Committees.

While welcoming the CBI here, MLA said that people of the district has faced great difficulties in transaction with the only nationalized bank SBI in the locality as their work gone up to many fold with the compulsion transaction of the salaries of the govt. servants. As such, the bank was found crowded whole the day during first fortnight of the month and due to which general public faced great difficulties. With coming up of CBI at the door step, people will get relieved considerably, he added.

 Suggesting bank authorities to create friendly atmosphere with the people to attract into their stride, Richo appealed them to conduct awareness campaign in village level on the subject matter related to agriculture, horticulture or in such other fields. He also appealed them to share the burden with the SBI in respect to agricultural loan, on PMGP schemes etc.

Earlier, the Regional Manager B P Singh in his key note address informed that the CBI, a Govt. of India undertaking is becoming second largest bank in the country.

He informed that there are five branch offices of Central Bank of India in Arunachal at Itanagar, Pasighat, Bomdila, Tawang and Ziro and by March next, more branches will be opened up at Tezu, Daporijo and Seppa, he added.

 

 

LDV to expedite revenue drive

ROING, Dec 3: A meeting was convened in the office chamber of Deputy Commissioner, Lower Dibang Valley district yesterday to discuss about revenue drive under various departments in the district.

Deputy Commissioner Shiv Kumar directed the revenue department to expedite the revenue drive. He also asked them to give the list of major defaulters either Govt, public or the private agencies.

Assistant Commissioner, Sandeep Kr Singh, who is also looking after the Superintendent (Tax & Excise) informed that the heavy amount of tax are kept in dues by some private firms and Govt agencies which is a huge loss to the state exchequer. He disclosed that Mayudia Filling Station has dues of Rs 74 Lakhs (Approx), Shantipur Filling station has 61 Lakhs (approx) and OC GREF has due of Rs 93 Lakhs (approx) in the last year. He informed that several notices were already served to them to clear the pending dues. He also cleared the misconception among the general people that escalation in prices of some of the essential commodities especially perishable items like potato, onion, vegetables, fruits, etc in the district are not due to increase in tax as most of the edible items are tax exempted.   

Jotin Linggi, Assistant Mineral Development Officer informed that there is non-paid royalty by some Govt Organization and Private companies under the Mineral and Mining Department since July 2012 to June 2013 despite repeated reminders. Some of them are 62 RCC – Rs 2,33, 24,476, 75 BRTF (1446 BCC) – Rs 1,50,000 (approx), 48 BRTF (1446 BCC) – 9,83,000 (approx) and Indo Power Pvt Ltd – Rs 66,40, 743 (approx).

Er Napi Modi, Executive Engineer (Power) informed that the department is conducting disconnection drive from December 10 onwards in the district against the non- paid consumers and requested all  to clear their pending bills within the notified date.

While Er Subhat Pertin, EE (PHED) also submitted the list of non-paid consumers to the Deputy Commissioner. DIPRO

 

 

Illegal tress-passing still poses a great threat to D Ering Wildlife Sanctuary

PASIGHAT, Dec 3: The D Ering Wildlife Sanctuary here in East Siang District which has been said gradually reviving after hunting and poaching were presumably restricted to some extent from last 2 years is now found still to cross another big step by prohibiting illegal tress-passing of human beings inside the Sanctuary.

The recent findings of salt lick ambush laid by hunters, killing of a bird, disappearance of two camera trappings from the Sanctuary itself strongly testimonies the urgent need of enhancement of vigilance and surveillance by authority concern here. The case of disappearance of two camera trappings under mysterious circumstances that was installed by WWF team is serious enough to gauge into the suspected movement of hunters deep into the Sanctuary. Out of five cameras installed in different locations inside the sanctuary, two are said to be disappeared from its location, informed the staffs of the Sanctuary and sources from WWF has also confirmed the same.  Since the cameras were installed in the easily visible side, the hunters might have taken it away so as to abort getting caught in the cameras, informed the sources.

On the other hand, salt lick ambush is also found laid in some locations of the Sanctuary. The hunters mostly hunt deer through salt lick ambush as salt attracts numerous salt licks animals like Deer, Sambar etc. A team of Daying Ering Wildlife Foundation Eco-Development Society (DEWFEDS) a dedicated NGO fostering for wildlife and forest conservation in the region being accompanied by staffs of the Sanctuary came across the Salt Lick on Saturday in their survey into the sanctuary after getting several tips from sources. In the visit, a bird was also found death into the river premises of the Sanctuary by the DEWFEDS members who might have possibly died of either poisoning or bullet shot.

There are also cases of electrocution of fishes going on in large scale in the river premises of the Sanctuary which needed to be strongly restricted. In a recent incident, a team of Sanctuary staffs are said to have came across some individuals carrying Inverter on country boat for purpose of electrocution of fishes. But the offenders were said to be let off only with a warning. There are many such cases of illegal tress-passing into the Sanctuary under the guise of fishing which are suspected to be laying salt lick, traps, snares, poisoning including hunting. Hence, alternative or drastic pursuance of such illegalities is immediately needed from the part of authority concern here as there are lots to be done yet. Under such illegal practices still prevailing behind the curtain, the D Ering Wildlife Sanctuary still needs some serious care from the department and its conservationists around.

DEWFEDS hope that the concerned authority takes adequate measures are taken to curb out such illegalities by deploying staffs and officers on field on regular basis as maximum possibilities of illegal tress-passes of hunters and poachers into the Sanctuary are reported during dry and winter season after Siang River recedes from flooding and become easily navigable.

 

 

Consumer awareness campaign conducted at New Palin

ITANAGAR, Dec 03: A day-long Consumer Awareness Campaign was conducted at Nyokum Hall of New Palin, Kurung Kumey district on November 28 last.

Organized by the officials of the Department of Legal Metrology & Consumer Affairs, Ziro, consumer related items like Package commodities, Weights and Measures, LPG Cylinder, Posters, Banners, Booklets and pamphlets were displayed and distributed for consumer awareness.

District Consumer Protection Officer cum Assistant Controller, Department of Legal Metrology  and Consumer Affairs, Ziro, Hage Tabin while explaining about the Consumer Rights under the provisions of the Consumer Protection Act 1986 appealed all the participants and common consumers in general to be aware that every consumer has its rights with do's and don'ts.

He made a briefed report of Consumer Cases decided under the President of District Consumer Dispute Redressal Forum, Ziro and appealed every citizen to support and cooperate to foster the consumer protection movement to protect and promote the interest of common consumers.

Consumers have to be aware about the quality and potency of products or services for which they are paying; he said further stressing on the consumers to be more responsible in exercising those rights as a consumer.

Additional Deputy Commissioner, Pania S Lowang attending the programme as chief guest calling on all the participants to know their Consumer Rights as per the Consumer Protection Act 1986 suggested the Legal Metrology & Consumer Affairs, the Nodal Department, to implement the amended Acts and Rules for the cause of Common Consumers.

She further requested the concern department to conduct surprise inspection to control unfair trade practices by some unscrupulous traders also in transaction of Goods and services.

Palin ZPM Rido Mina appealed all consumers as well as trading communities to cooperate with the Department so that market can exercise fair business and consumers can fairness.

 

 

8th convocation of NLBTI conducted

ITANAGAR, Dec 03: New Life Bible Training Institute (NLBTI), Dobam village near Banderdewa, an institute run by Arunachal Pradesh Christian Revival Church Council (APCRCC), conducted its 8th Convocation at the Chapel of the Institute located in the APCRCC’s Mission centre where 28 graduating students were conferred degrees and certificates in Theology and Christian ministry courses.

APCRCC president Tarh Kama while quoting the Bible from 2nd Timothy 4:2, exhorted the students to serve the society in season and out of season with all dedication and commitment.

APCRCC general secretary Evan. Tai Ete in his convocation address charged the students to fulfil the Great Commission as written in Matthew 28:19. He also led the commissioning prayer session.

Earlier, the gathering joined the rest of the world in observing the World Aids day by wearing on the symbolic red ribbons expressing solidarity with those fighting against the disease and extending moral support to those living with HIV and AIDS.  

Later, the principal of the institute Rev. Tinu Yangba Imchen gave away the certificates to the passing out candidates.

Present on the occasion were, among others, APCRCC leader and deputy registrar of RGU Dr. David Pertin, institute’s warden Evan. Likha Tassar.

The convocation was also witnessed by state’s NCP vice-president L K Yangfo, Karsingsa ASM Kipa Taniang, APCRCC adviser Toku Nigla, vice president Alo Nibia, APCRCWW president Assu Taba, Banderdewa Welfare Society chairman Kipa Loram, faculty members of the institute.

 

 

Eviction of govt. land encroachers demanded

RUKSIN, Dec 03: Alleging that a bulk of government land meant for office construction at Nari town has been encroached by government labours, the members of Nari Elite Society (NES) and Nari Village Welfare Society (NVWS) have demanded the district administration to take legal step against the encroachers.

NES (NGO) general secretary Ibbom Bomjen, in a statement alleged that the illegal dwellers have constructed grain-store, cowshed, pig sty and other structures for their own and thereby polluting the atmosphere of the surroundings. The NGO repeatedly moved the authority to demolish the temporary structures and evict the encroachers of government land, but nothing has been fruited so far, he said.

Expressing concern over the allegation against his society by All Arunachal Pradesh Workers’ Union (AAPWU), Bomjen further alleged that the encroachers in the name of labour union resorting a well-panned conspiracy against the NGO members and trying to mislead the administration.

Supporting the NES statement, the secretary of NVWE, Tahen Miroh said the government employees dwelling in temporary houses in the township are rearing domestic beasts, which is polluting the atmosphere in the area. According to him, NES conducted “cleanliness drive” to make the township free from dumping of animal faeces and which deserves appreciation from all quarters.

Official information reveals that the district administration during September, 1996 passed a prohibitory order against construction of cowshed, pigsty or setting up temporary houses within the heart of Nari town. But, the government employees (workers/ labours) dwelling therein are not obeying the order and thereby violating the legitimate rules.

"The local administration had warned the encroachers of punishment under the provisions of law, but significantly, nothing action has been taken so far regarding their non-Compliances", the NGO members alleged.

 

 

CCLAPF team calls on Development Commissioner, finance

ITANAGAR, Dec 03: A team of Capital Complex Land Affected Peoples’ Forum (CCLAPF) today called on the Development Commissioner (Finance), who is also the Chairman of the Govt. constituted Committee to look into the contentious land occupation and allotment issue in the Capital Complex to discuss about the activities undertaken so far by the Committee.

The CCLAPF team was appalled at the callousness of the government machinery when the DCF revealed that although he was aware of the formation of the above Committee, but he was yet to receive its Order officially. To this, the visiting CCLAPF team handed over a copy of the order, vide which the above Committee was constituted by the Govt. way back on dtd. 22.10.2013, to the DCF and advised him to work with all seriousness so that this vexed issue can be solved once and for all.

The CCLAPF team reminded the DCF that thousands of lives are at stake and entire populations of affected families are waiting with a high hope for an acceptable and practical solution from the present team of Govt. constituted Committee.

After hearing the pleas of the CCLAPF team, the DCF advised the visiting team to get in touch with the Secretary (Land Management) cum Member Secretary of the Govt. constituted Committee, and said that as this is a land related issue, he will lean heavily on the advises and comments of the Secretary (LM) while preparing and submitting the detailed report to the government.

The CCLAPF team also met the Secretary (Home & Vigilance) and apprised her about the anomalies on the recently issued Order (No. VIG-13/2013/388   Dtd. 20/11/2013,) regarding the need for taking into account the government land encroachment cases, etc. of the incumbent(s) in the DPC for promotion in services. The team urged the Secretary (Home & Vigilance) to review the above order in right earnest and revoke all the Executive Orders ‘requiring’ land encroachment cases, etc. data in settling the retirement dues and in promotion in services immediately without any pre-conditions.

 

 

Rang-Frah Govt. College ties-up with Sunbeam Inc. Kolkata for soft-skill development of graduates

ITANAGAR, Dec 3: Rang Frah Govt. College Changlang in collaboration with Sunbeam Inc, Kolkata organized a one-day Soft-Skill training programme on November 27.

Such training programme will enhance the employability skills of general graduates which most employers looked for. While general education and experience may make one to eligible to apply for a job, but to be successful at the job one needs to exhibit a mix of skills ‘employability skills’. Employability or ‘soft skills' are the foundation of  career building blocks, and they are lacking in school-leavers, graduates and those already in employment.  Gone are the days when a Bachelor or Masters degree would act as a passport to a dream job for a young man or woman. Nowadays, employers want more from employees, particularly those that qualify as graduates. What they want are individuals who possess a good amount of ‘soft skills’. Soft skills are the personality that is coming to the forefront as professional assets - problem solving, teamwork and adaptability to change. The truth is, we have transitioned to a society where it is important to have knowledge but also critical to have the skills to deal with people, find solutions to problems and be adaptable in a world that is shrinking rapidly to meld more multi-culturism at the work place.

Speaking on the occasion Dr. K. Megu, Principal, highlighted the importance of Soft-Skills and assured the students that more such programme will be organized which will enhance the generic skill and employability of graduates. Co-ordinator of the Career & Counselling Unit, P. G. Tago brief the students that, Rang-Frah Govt. College is the first college in the state wherein professional services from Private sector has been made available for the benefits of the students. After next round of such programme, placement dives will be carried out by all the business houses which had tied-up with Sunbeam Inc. Kolkata, According to an official release.

Let airport impasse be solved amicably

The Gauhati High Court constituted committee to study technical feasibility for construction of a Greenfield airport in Itanagar visited both Karsingsa and Hollongi site. The team which landed yesterday afternoon at Naharlagun helipad is headed by Justice Retd AC Upadhyay. The other committee members include Anil Kumar Jain, director of aerodrome, Saranjit Singh, director of land reforms, Govt. of India, JP Singh, director of North East and Home affairs, Govt of India and Shilpa Shinde, Home Secretary Govt of Arunachal Pradesh.

The tussle between Karsingsa and Hollongi over airport site had resulted in PIL being filed at Gauhati High Court challenging the proposal of Airport Authority of India (AAI) to shift the project from Karsingsa to Hollongi. The Gauhati high court in its judgment passed on August 30 this year had ordered formation of the committee after hearing the PIL. It is for the committee and Gauhati High Court to decide the site for construction of airport after thoroughly studying every nuance. However for the ordinary citizen what matters is just coming up of airport in the vicinity of capital complex. It is quite troublesome to travel all the way to Guwahati to catch flights.

Especially during Assam bandh call it becomes more difficult. The college students and medical patient is the worst sufferer in such situation. Therefore for the benefit of Arunachalee citizen, the Green Field Airport should be constructed at the earliest. The government of Arunachal and AAI should try to end this impasse by keeping in mind the interest of all the stakeholders.
